Controlled substance abuse is a significant problem due to the euphoric and addictive properties of these materials. Controlled substance licensing and accountability requirements for manufacturers and dispensers of controlled substances help minimize diversion of substances for abuse, but they do not eliminate the problem. To further reduce the potential for abuse of narcotic substances, new formulations require abuse deterrent coatings to minimize potential use in ways other than intended.
